I really don’t know if Hugo is worse, or care for that matter. I don’t really think tiers matter that much since its not a competitive game and people don’t break it down. Unless someone picks Akuma. Like, besides ^_^, I haven’t seen anybody play Ibuki worth shit in 2I.

Ryu has 2 denjin stocks… god tier.
