Usually, yes. Not always, as you can see with a couple of songs even in MvC3. Either way, it’s trash for the full duration. But when you have a longer theme there’s more opportunity for it to be musically interesting in some way even if you don’t like it. Not really the case for a short loop.
If something’s musically better, it’s better whether it’s for one second or 10 minutes. Just because something’s longer, doesn’t mean it’s good, as is the case for the majority of the game’s tracks.
No, I have to agree with Saitsu here, length of composition is entirely irrelevant to the quality of that composition.

Melee’s character select is horrendously mediocre, but that’s just me.
I don’t hate TUFAR really, I just think people overrate it is all. It’s NOT that good of a piece when compared to other more musically complex pieces.
I love Arthur’s theme, Magneto, Wolverine, Storm, Captain America, Hulk to say from top of my head.
This is true, but as I said, there’s more opportunity. For example, I don’t usually like first-person shooters. If I happened to play a level from a good one, though, I could potentially recognize that it had good level design. On the other hand, if you limited me to one room with a constantly respawning enemy, not only would I get bored pretty fast, but I’d never see that level design.
It’s pretty hard for a 10-second loop to be interesting to someone who doesn’t like it. Either way, the song is playing for the same amount of time. A longer song wouldn’t necessarily be better, but there’s more chance for you to recognize something like good structure, high/low tension points, stuff like that. That’s more or less what I’m saying.
It actually is relevant when all you get to hear is a 6-8 second sample that’s repeatedly looped ad nauseum. It makes it entirely annoying. Even if there was an equally obnoxious track that had two or three times as much variety, it wouldn’t get worn out quite as fast. That’s the biggest issue with that “song”…it’s not even a song, but a very short sample that never progresses anywhere. The entirely generic select music they had in the previous builds was completely unremarkable, but at least it wasn’t so bad that you would want to shut off all of the in game music just to have to avoid hearing it.
I fuckin love IWTU4AR. I don’t know what it is… but it’s so amazing. It makes me smile every time I hear it. It’s so ludicrous in it’s nature, that it is simply fantastic.
It’s not the musical quality of it really. It’s how, people used to hate it, yet it became synonymous with MvC2. So whenever people hear it, those who don’t know enough get trolled, while those who do get to laugh at those who just got trolled.
So to put it simply, when you hear it, you’re enjoying memories of MvC2 shenanigans while, more importantly, someone else out there is totally hating it or the accompanying memories of MvC2 shenanigans, therefore adding to your enjoyment.
Schadenfreude is a beautiful thing.
Remember early on in the game’s development when they said it would have over 100 music tracks? What happened (albeit, I love character themes a lot, especially Taskmaster)? Could we expect DLC music?
