Just some ideas
Ken - Hoodie and jean shorts from Street Fighter 2 the animated movie. (when he fights T Hawk)
Vega - Geki’s Costume from the original Street fighter
Seth - The Surveillance cyborg from Street Fighter 2 the animated movie
Blanka - some sort of armor to make him look a little more wild and crazy with like a face mask of some sort
Guile - Full fledged military issue armor, with like a grenades hanging off the vest and pistols/holsters, knife etc etc.
Zangief - Russian military officer uniform
T hawk - Full Chief get up with full head dress and all
I’d kinda like to see some more casual, street clothing type outfits like a normal person would wear. Some of the PC mods come to mind.

Personally though, I wouldn’t mind seeing seasonal themed DLC (paid even) that comes out during the holidays.
Thinking about the actually good alt costumes, they’re the ones that either add something to the character or are just really different to the main costume. They need to improve the weak ones (Akuma/Gouken/Honda/Fei Long/Bison) and make more interesting alternatives for the dull ones (Sagat/Seth/Cammy).
The Chun-Li one just irritates me these days. I almost never see the main costume because people are so obsessed with the happy balloons…

Chun - Alpha outfit… Really, her current alt does the trick for me, so I don’t really care what they add.
Guile - Give him his bomber jacket or a US military uniform a la Sean Claude in the Live action movie. 
Honda - Uh… As long as he has some damn clothes on, I don’t think I care too much

Cammy - Alpha outfit, or something with a different hairstyle
Fei - Yellow Jumpsuit, or something with shades and shit like he’s on the set of a movie
Deejay - I think the guy who said he needs a hoodie with “Max Out” on it and headphones hit the nail on the head there. I can’t think of anything to top that.

Sagat - Casual clothing, just cuz i’d like to see it just once. If not, then maybe a traditional Muay Thai outfit like Adon
Balrog - Real boxing outfit or casual street clothes

Sakura - Casual clothes… We know she’s a school girl, Capcom… You don’t have to keep shoving it down our throats.

Personally, I’d like for them all to have an outfit for different categories.
Everyone would have:
Original
Casual
Beat Up
or whatever else…
I’d like a DLC pack for individual costumes, and/or DLC packs where you pick between 5 different costumes or so - I don’t like the way Capcom set up their DLC’s where they’ve categorized every fighter in groups of 5 and even if you only like 1 of them you have to suck it up and buy costumes for 4 other characters you dislike. Atleast give me a checklist of fighters I’d like to buy costumes for.

This times infinity! I got the chicks pack, but I only play Chun. I don’t really like Sakura’s alt. I don’t like Rose or Viper. And Cammy’s original outfit is better than her alt. I had to pay 5 bucks for one damn outfit…
Then there’s the brawler pack that came with the stupid collector’s editon. I was just told that you get 5 free alts, so I thought you could pick the five. Thinking that, I figured I’d be able to get the alt for everyone I use no problem. Had I known you get the shitty brawler pack (the pack that is composed of all characters I don’t use), I wouldn’t have even gotten that retarded collector’s edition.

I agree, damn stereotypes. But T-Hawk should definately be wearing a white shirt, black pants, a black dress vest, red bow tie and a dealers visor.
They’ve already deemed her the eternal schoolgirl. Not likely to happen.
As an alternate Sakura should wear the outfit she wore at the end of the Sakura Ganbaru! manga where she becomes a gym teacher. I’m still quite surprised they didn’t use that outfit as an alternate the first time around. She even wears that outfit in CFE when Demitri performs his Midnight Bliss against her.
