the capcom vice president gives an update on the DRM issue with AE on PC (http://www.capcom-unity.com/sven/blog/2011/06/02/ssfiv:ae_pc%E2%80%93_drm:_we_had_it_wrong):

“Shortly after launch (it might even be at launch, but we’ll see how submission timing and approval goes) we will roll out a small title update that will completely remove the character limitations for offline mode. That is to say**, once you’ve updated, you will be able to use all 39 characters when not connected to the Internet to practice your combo timings, have some fun with a friend on a laptop, or whatever while offline**.
As one would logically expect, to get any of the benefits of the online services (online multiplayer, replay sharing/watching, achievements, etc.) you must be online and logged in.”

Today’s entry at the Super Street Fighter IV blog provided some hints about upcoming E3 announcements from Capcom. We’ll apparently be getting a followup report on something that we haven’t heard about for a while. The hint is: “10100 - 1000 - 1001 - 10010 - 100.”

Gah… figured it out. It’s just the binary representation of character positions in the english alphabet. It spells “T-H-I-R-D”, so it’s probably about 3S online.

AE will carry a separate leaderboard. so techinically your ssf4 points arent lost, they just dont count towards AE. if you want to play ssf4 ranked, you still can

So it looks like it’ll be noon in England. That’s assuming it isn’t updated on a different schedule in Europe of course.
