Capcom has their work cut out for them no matter what. The things that great players vs good players vs bad players find annoying about the game are usually different with only some overlap. So if you make Dhalsim or charge characters better you are going to annoy the shit out of lower level players for example.
It’s an unintended of side effect of (relatively) frequent patching I think. If you’re actively trying to make your fanbase happy you’re juggling at least three different groups of people, and they all won’t see the game the same way. At least with older Capcom games they released the game, and whatever it was was what it was. I’m sure ST/3S/CVS2 would look a lot different if they were getting yearly patches now. A lot of the stuff people discovered in those games would not have made it past the first patch in SF4.
You can see it clearly with Dhalsim. Even a mediocre Dhalsim player just wrecks low level players and saps the enjoyment they’re taking from the game, while at high level the shoe is on the opposite foot. Go either direction on that character and you either make him completely unusable for good players or an unfun nightmare for the others.
That is true. Some characters are nightmares at lower levels, some at mid levels and some in the higher levels.
Fei Long is not frightening at the lower level but Bison, Vega, Guy ( I’ve come to learn this one personally), Blanka, and Dhalsim are a curse at this level.
Later on they are not viable characters. However, this isn’t exclusive. If you want to balance a character in the highest level, balance his highest level tools in a matter of frames. Don’t give them a faster walkspeed, an invincible reversal, or far more dominant normals, etc.
Micromanage them and this shouldn’t be a problem.

Dhalsim has got to be the most frustrating character to main. It takes the patience of a saint, the focus of a sniper, and mensa level intelligence. After all that patience, focus, and intelligence carefully reading your opponent and using the right limbs to control space for tiny bits of damage…your opponent gets in and you die in 10 seconds. The Dhalsim needs to make dozens of great reads to win, the opponent needs to make one.

Also projectiles and blanka ball serve the same purpose in a lot of respects. They are how both blanka and projectile characters set the tone of the match and establish a lifelead. They also control space horizontally but also carry some risk of a guess or reaction punishing them.
In every game balls don’t work that way(though his other tools are stronger), but in this game they do and they are actually less safe as a neutral tool than they were in Super which is a shame. If he’s not able to control neutral with them he needs to have more frame advantage, damage, and tools to do other stuff through either more up close options or better footsie normals.

A projectile is any object projected into
space (empty or not) by the exertion of a force.
Now in the game generally its for space control and reasonably safe on hit and block and can be made safe by meaty and spacing.
So tell me why should blanka be punishable for hurling himself at you. Even Honda headbutt for me is considered a projectile.

Blanka ball isn’t a projectile. A projectile is something thrown, shot out, or propelled through some other force. A bullet fired from a gun is a projectile, an arrow fired from a bow is a projectile, a rock thrown by a person is a projectile, etc. Blanka is launching himself using his own force. If he was fired out of a cannon, then he would be considered a projectile.
In fighting games projectiles are things that can’t incur damage themselves, they are fired by the character. Sumo headbutt is not a projectile either.
