Dan was made to poke fun at ryo / robert and art of fightings weird taunt and fighting system. He wears the similar clothing, taunts, and has a pathetic fireball.

Ryo was believed to be a combination of Ryu and Ken. Capcom got “revenge” by creating Dan, who was a combination of Ryo and Robert.
Fun fact: Dan’s fireball fizzles out to mimick the SNK spirit gauge’s feature of actually stopping an ability mid-execution if the gauge ran out (I think it was spirit gauge, if not it is one of those systems).

Yeah, it was the spirit guage from Art of Fighting. Which was an idea that (thankfully) wasn’t carried over to any other game.
Also a bit of fun Dan-related trivia for ya, SNK did its on parody of Dan in KOF 2000 by having a striker-version of Robert in Ryo’s gi (hence giving him the appearence of Dan), and he does an uppercut when he comes out (which Robert didn’t have from '99-2001).
