Only two ways that can happen. Either someone there has to be a damn good shot to just wound and disarm him even while the suspect is shooting to kill with an automatic weapon, Or Officers would have to be sacrificed in an attempt to take him alive.

Also as for him getting access to guns despite being on FBI radar. Illegally of course. As long as there is a demand for something and people are willing to pay. People will meet that demand. This is why gun control can only do so much but never really make a big dent in the problem. You only need to look at prohibition era Chicago to see that making something hard to obtain or illegal doesn’t do much if not just make the problem worst.
