As a man who loathes bad drivers who are paying more attention to their phones than the road, this seems a bit over the top, and youre fucking up traffic over it. So if i happen to be reach down to switch a song real quick on my phone, i’d get pulled over for some perceived violation of the law. Not to mention, the idea that you can still talk on the phone via speaker or bluetooth, but holding it to your ear is more of a distraction is fucking stupid.
Texting while driving, selfie while driving, facebooking while driving are problems we face, but im not sure the laws we have seen enacted over the years are helpful in that fight. They more seem like petty reasons to stuff the county/cities pockets, and annoy people. They arent even moving violations either. Its just a fine, and then back at it again until you get caught.

It should be illegal for an on duty officer to pose as anyone else other than an officer, unless working undercover for criminal activity of a certain degree where it is necessary. You shouldnt be able to pretend to be homeless, or a construction worker to get people to drop their guard, and then swoop in for the kill. Its like this gray area right before entrapment. You also shouldnt be able to sit half a mile away on a bridge with binoculars (yes they do this. Seen it before in glen burnie, maryland on route 10) and call in people that look like theyre speeding to their partners, who pull them over. You shouldnt be able to just randomly run someones plates because you can, because theyre on a public road (Another thing they do in maryland). **
