Basically. It has something to do with MvC2 having lower damage overall, but even games where characters are mid or lower tier, they’re still a threat because they can do reasonable-heavy damage. I don’t think Ryu is anything above mid-tier in XSF according to the better players, but he is viable and I’ve seen him in tournament results. Even if you’re not in a position to land the infinite, air combo into super does actual damage (unlike MvC1 or 2). Zangief isn’t great XSF or MvC1 but has combos/resets that do really buff damage, etc.
But I suppose the real issue with this in MvC2 is that it’s so much harder to be in a position to do damage for most of the mid/lower-tier characters because of the team/assist structure. DHCs sometimes make up for the reduction of damage (though adding a cost for something that used to be free, in some cases), but many matches necessarily become about the ability to use/protect/avoid/punish assists, and so being in a position to do that tends to override the playstyle of the earlier Marvel games anyway.
And there’s my rebuttal. It isn’t that lower tier in MVC2 can’t do extended or damaging combos, it’s that the never get a chance to. They’re limited solely by their mobility for the most part. Ken can do half life off of basic air combos but has the most piss poor launcher in the game. The only thing with less range is bulldancer’s penis apparently.

You know, I’ve long heard of the phenomena of the Japanese thinking only Japanese things matter, and the world revolved around them. I used to think this was an isolated occurence, and that Americans were at least more world oriented.
Then I got an Android phone.
I downloaded a Naver Maps app for while I’m in Korea. When downloading I looked at the comments. There were like 5 from Koreans rating it 4 to 5 stars, then 2000 from Americans rating it 1 star with comments like “Why is this not in American? This app is worthless, we speak American, not Ching Chong Chinese.”
…it’s a Korean app, what short bus did YOU get off of that they handed you a free Droid? And the first thing you do with it is download an app that’s only usable in Korea, and give it bad reviews because it’s not in English?
