I don’t get the argument at all. It is indeed misleading to say “1 bar combo”, but it is also equally misleading to say “4 bar combo”.
It is really should just be called a “1 bar Pandora combo”. Saying it is a 1 bar Pandora combo implies that the setup requires 1 bar for Pandora, and the actual Pandora portion of the combo can be a combination of anything using 3 or less bars.
Also, the only grounded pandora setup (without crumples and stuff) that I know of is King’s EX Konvict Kick, since it is one of the only moves in the game that is heavily plus on hit, +12. Pandora activation is about 5 frames, leaving you about 6-7 frames of leeway if you do it well enough. Only problem is that the pushback makes it near impossible for some characters to combo after (I tried with Cammy D: ).
Here are examples that work:
With King x Vega:
King’s EX Konvict Kick, Pandora, Vega’s c.MP xx whatever (about 4 frames of leeway).
With King x Lei:
King’s EX Konvict Kick, Pandora, Lei’s Super Art (about 4 frames of leeway).
OR
King’s EX Konvict Kick, Pandora, Lei’s c.MP xx whatever (about 3 frames leeway).

As awesome as that sounds, I cringe thinking about the parashoot coming out right at the climax and that strong jerk that accompanies it. Won’t be fathering any children after that. Hell, you probably won’t even be able to write your name in the snow anymore.
