The solution for this is pick Gief, lariat this air fireballs or ex air SPD him out of them and laugh at the Akuma player for being stupid.
Or, you know, walk or dash under it and punish him in the whole 9 frames he stands there helpless after landing.

The Japanese are a fucking stubborn group of people. They could be on a burning ship with two 100ft tall walls with megaman spikes closing in on them. The solution out of that situation is to implement canon tier netcode and they would be like “naw we rike when Cuhmy telaphot frum ful scrheenu but sakyu!”
Capcom putting their efforts into SFV for this long ain’t really surprising.

Some dude in discord that talked about MVCI being a thing prior to its announcement said he heard from the same source the MVC4 was a thing and will be announced later this yr. There was also the stuff WhiteBlack said on Ken Bogard’s (French FGC guy) show about hearing of its development.
Not saying any of this is 100%, but there could be some legitimacy to it. With Combo moving over to the Marvel Games said, there’s no telling what they could be cooking up.

Square routinely bail out of projects that make no cash, pretty sure Capcom have cut support early for titles plenty of times. MvCi is the latest I can remember that failed and got cut. Don’t even get me started on Sega.
