It doesn’t really beat “any other button in the game” unfortunately. Any mid hitting button will EAT it’s startup frames. Mid hitting buttons being things like necalli ken ed and sagat st.hk ( sagat st.hk is special though since it loses to lows, but I digress) Also mid hitting mediums like Karin’s st.mk and Cammy standing medium kick will also eat it for free.
This was less of an issue back when he could convert from ranged CC. But now it straight up loses to most mid hitting pokes unless he sticks it out from way far away (meaning he leaves himself open for either an easy jumpin or an easy ish wiff punish) or even if he does CC at that extended range, he can’t convert it. Once he gets pretty close, the st.hp becomes good again especially in blockstrings where the CC is more powerful and Urien can set the timing up to hit his opponents jab or medium in startup.
As far as conversion from his other buttons:
No conversion from st.mk, cr.mk,st.hk
So he needs to use cr.mp and st.mp but neither is GREAT at neutral, though cr.mp is great after a dash in… etc
He gets conversions off of cr.mp and st.mp when the conditions are right. He gets KD off of his sweep, he gets CH combo off of his dfhk.
That’s basically it for conversions because he lacks cancels into KD off of most of his moves in the most important situations.
Show me a mid hitting CC that doesn’t have that attribute…
They basically all destroy everything within their range if given enough time.
Only thing they might lose to that uriens st.hp will beat is certain perfectly timed and spaced lows… but this is sf5 where hurtobxes on low attacks reach into the sky so… yeah they arent even going to lose to lows that often when used well.

I mean it’s basically a slow startup shield that beats “everything” once it goes through its startup. But that alone isn’t that powerful because if the startup.
Shave 5 frames off its startup and it’s the best move in the game. Add 10 and it’s practically useless. Moves are combinations of their attributes, taking slices rarely shows the moves overall strength, but is good for studying why a move is the way it is.
Almost every fighting game has some combination of things that are intended and not working out as expected, and things that are completely unintended.
