Ryu’s original design drew heavy inspiration from the character of Kenshiro (Hokuto no Ken), who famously donned an iconic beard when he in his first appearance after being MIA for some time. Since the alt costumes are said to be tied to the story mode, it is very likely than Mountain Beard Ryu is how he looks like after being MIA training somewhere, or some other relevant plot point where he doesn’t have the time to shave. The alt was never meant to replace his main costume, it is meant to show Ryu in another light which it does so very successfully. Ryu’s appearance isn’t only a famous symbol for the Street Fighter franchise, it is also a symbol for Capcom itself. His primary appearance of all the characters is understandably the most resistant to change because of this.

It’s on stylistical execution, it’s subtle and difficult to explain but clear, that this Ryu has been designed thinking at the west. Is not that different from Chun look less chinese beta after beta to do an example.
