Iām no fan of Hakan, but Iād much rather have him than Abel. El Fuerte and Rufus, though, are the biggest pieces of trash in the series aside from Ingrid.
I agree that most of those characters are garbage, but Abel is just as bad. Most uninteresting character in SF history imo. Heās male Cammy in terms of story, but somehow manages to have even less personality. Gameplay wise heās clearly replaceable, as Laura shows. Iād rather Capcom take risks and fail than create bland, boring characters.
El Fuerte is annoying but I actually think his gameplay is fun. Rufus is definitely bottom tier trash, yet to see anyone who likes him. Viper, Juri and Poison were my favs from SF4, if you consider the latter a SF4 character.
Im okay with Rufus with his moves but ireally hate his story, itās the most retard ever having mistaking every blond to be ken master itās yo much itās not even funny. The only thing that redeems his character in terms of story was being a biker and her having a girlfriend.
Fuerte seems okay from moves and playstyle but the story of him that talks everything about cooking even in fighting seems out of place yet his really average character compare to rufus story meh.
I like Abel since overall since SF4 from moves and story yet Capcom in the ASF/storymode role was so disapointing, I still like Abel though but I wouldnāt mind him be replace by BYRON TAYLOR that probably can offer better story along and especially the important part is a new and better improved gameplay base on SAMBO.
Hakkan I like his goofyness he the flexibility of his plot that can be put on any future street fighter with the need of excuse reason that can lead to story meh direction plus unlike fuerte and rufus with strange relationship with important characters. Best of all his moves and gameplay is interesting and unique.
Juri and Viper nothing bad I donāt mind Viper moves being like a kof or similar to captain commando because she is unique in her game and can offer a different playstyle. I really like characters from sf that are unique and have flexible plot and intention in the story.
I hoping now for Tom, Delta Red representative, Effie and Byron for new characters that I need to see playable I donāt really have a particular standard that they should be thisand that other than just being improve versions of previous characters martial arts without being a clone of the previous for example ED which is okay.
Iāll give you Juri (10/10 hits every mark needed), but after that thereās not much consensus as to who follows as best SF4 designs. Maybe Poison if you want to count her, but Iāll throw out why Hakan is a better character than anything from vanilla SF4:
New mechanics: Much like Juri, Hakan had things that simply werenāt in a SF game before. Oil? That much mobility on a grappler (while oiled)? An air throw on a big body (universal air throw games nonwithstanding)? These are things Hakan did first. You could maybe give Viper/Abel credit here, but most of what they offered came from earlier games.
New country: Hakan is the only Turkish character in the series, and the closest thing to an Arabic/Gulf state character after Rashid, who didnāt exist then. Unlike Rashid, Hakan actually has a fighting style that ties to his country of origin. Meanwhile, in SF4 we got 2 Americans (and Viper doesnāt use a real style), a French guy that is supposed to tribute to a Russian (and they botched the style representation), and a luchador that did the sport no justice. And thatās ignoring Seth/Gouken.
Visually striking: Look at the vanilla SF4 newcomers, and tell me how much they pop out on visuals alone. Nothing about Fuerte or Abel makes them look special. Viperās suit is basically fetish fuel to highlight her tits. Rufus is this fat, bumblebee looking fuck. Then you have Hakan: solid red skin (a logical consequence of his style), and blue hair in an odd shape. You donāt even need to see him; his silhouette is unmistakable. Thatās the mark of a good design.
Viper doesnāt suck, sheās quite standout in the design. The hair is very easy to associate with her.
Seth was just a culmination of other characters - terrible boss. Rufus was really just Yun 2.0 with a couple of new toys. I thought Decapreās design was really fun, but Nash has kind of taken that role.
Juri and Viper are the only newcomers to IV that are really worth bringing back. Maybe Poison and Hakan as well, but theyāre pretty low priority. Everybody else can just be left to rot.
You can give Decapre credit for bringing a new playstyle on the table, high mobility charge character, who combos into the airthrow and can rushdown and runaway alike was a nice concept.
I just hated what Infiltration did with her and that every fucking online Decapre copied this nonsense.

If they ever bring Decapre back they have to work a lot on her appearance, her gameplay is excellent.
Actualy her appearance is the main problem, she needs new hair, a new outfit and probably new claws too.

Thereās a total indifference about Seth because the character literally has nothing going for him and nobody gives a shit about him
Bland design, cheating AI, copies moves of like half the roster, a poor attempt at temporarily replacing Bison as the main villain from the lore standpoint
If there was anything actually unique about the guy (and there isnāt) people maybe would want to see him come back
