This is a bit of an oldie but I recently got SFA3 Max for PSP. I saw a few off-hand remarks online that the Max edition for PSP had been rebalanced and was “most complete”. Is this true? Any concrete adjustments to character balance?

Not sure if it has the same changes as Upper. I had the game but didn’t play it much. It has Deejay, Fei-Long, T-Hawk, Guile, Maki, Yun, Eagle and… Ingrid as additional characters.
I didn’t notice any significant changes.
did it still had jump cancel?
they should have put this version on alpha anthology 
No. Removed in all versions post-Upper.
