SFIV is available on PC via download… that’s how I bought it. So they’re not totally averse to this distribution medium per se, but their customer base wouldn’t be large enough to get a return on a portable version of this game. It wouldn’t convince me to buy one…

Not hard at all. Just play around with it… now getting an excellent model does require some patience though.
