at least this time capcom sent us a message about what they where doing with the PC version
Just a question. Can a game’s DLC be restricted by region? If that’s the case, are SFxT’s DLCs region-restricted?
I asked because I changed my GFWL billing information from Ireland to Philippines, and then I keep on getting “This offer is not available in your region” message when trying to purchase one of the new free DLCs or DLC that I already have to test it. I was trying to purchase it from the site, by the way.
Ingame, I’m seeing this whenever I access a category in the Store. I would just like to confirm if everyone is experiencing this or if this is a side effect of me changing my billing region.

If the DLC is not available in our country, then we really have no other choice but to use the unlocker.

Just a question. Is it bannable if I customized my gamerpic in any way? I managed to find a way to change my gamerpic with a picture that I like, and ended up with this:
Do other players see this, or I’m the only one capable of seeing it? Is this supposed to be illegal? I ended up doing this because my GFWL client won’t even update its gamerpic to my latest avatar. >:(

Question: Can I install the Design add ons (colours and such) manually? The Store is still not working for me.
Oh, that’s too bad. I keep on getting kicked out of GFWL after a few seconds so it might not update itself on your end yet, but I think that is all for the better.
As for the DLC, maybe they aren’t officially released yet? I’m still waiting for EventHubs’ news update for me to be sure.
So the DLC isn’t quite out yet, huh? I’ll be checking it every half hour or so then. Once the DLC is out on the steam store I’ll post here again. Hopefully it isn’t too long…I wanna try those new colors. :lovin:
EDIT: Actually, check that. Since SRK is going down today (I think) until the 11th, I’ll be in the IRC chat. I’ll post there when the DLC is out on the steam store.
You may also try visiting EventHubs as well. They’re always light years ahead when it comes to news and updates, and we can temporarily migrate to their forums too and cause chaos. 
I checked my GFWL Marketplace software and so far all download attempts that I’ve made are being saved there. Hopefully I can download some of the DLC even with the region restrictions. :nunchuck:

Hey, I am in Costa Rica, and there isn’t even a page on Xbox LIVE to buy and download any PC games. I had recently updated my region from the UK, which worked just fine. A mistake, for sure. This region blocks are stupid! I’m a paying customer. They seem intent on forcing me to obtain the DLC through illegitimate means.
At least you have the solace of not being alone.

Errrmyyyygawd the dlc is 5$ on the Steam store. Now that I can play Ryu x Dudley, i’ll play on the pc more. I’ll try to make it to the sunday open lobbies too haha. But it’ll be a B going from 2013 to 1.06 and vice versa
Yeah. The problem is that I can’t change my region until three months later since I just changed it recently as I thought I might encounter problems when using prepaid cards if I’m registered in a country different from mine.
My download attempts at GFWL Marketplace still won’t work either. I’m getting the same error message as before.
got the update but can’t get any of the new dlc. i really hate GFWL. it just crashes the entire game while loading dlc from the store.

It seems very similar to the problem Super Street Fighter 4 for pc had when it was first released and changing the framerate to FIXED in that game seemed to help people. According to a description the FIXED setting will drop frames to keep the gameplay speed and inputs consistent as oppose to VARIABLE where it’ll try to play all the frames hence inconsistency.
I’m just hoping there can be a fix because I love my PC gaming and hopeful that companies like Capcom can continue to support the PC, especially with more fighting games. KOFXII on Steam!!!

I’ve used that since release, but unfortunately most people don’t use it so it’s not that useful. It seems to not lag though, if both players have framerate set to fixed or have v-sync on. I hope people would spread the word about this.
