It’s really weird because legs won’t usually work even if you stand block but sometimes it will.
You can s.hp, ultra 1, or mp super even on counter-hit, regardless of stand or block, I believe.
It’s not that weird, it depends on how close Blanka is to you when he uses the ball, changing how deep it hits…if you have him trapped in a corner and you’re close for instance you should be able to punish any blocked horizontal ball with legs.
So depending on how deep it hits, do I need to worry about which version of legs I should be doing?
I haven’t the faintest to be honest, i know how it works but i have just stuck with the “do not use legs as punish” and never really tried it out in training at what distance it should be punishable and which version of legs should be used. Watchin the move in my head playing Super Theory Fighter IV i’d say he rebounds too far for LK legs to work but MK might work.
You cant catch blanka after hori-ball with HK.legs. UNLESS, blanka does it from point-blank.

The ONLY exception to this, is if he has his back close to the corner when he performs ball, thus leaving no space for him to roll too far. In which case, you can punish him with a lot of shit.
Yes, Blanka is a lot easier once the match-up is learned as almost everything he does is punishable on block and sometimes hit depending on move. Once the Blanka player notices that it becomes a lot easier to pressure him as his gimmicks don’t work too well on Seth.

Just letting everyone know I ordered a capture card just now, so hopefully (free time permitting) I can hammer out in the next couple of weeks a much more comprehensive version of my sf4 seth video.
