The opposite is true. If you ask questions subject by subject, young people are more conservative. This is why Liberals run pretending they are conservative on many issues, then vote the other way once in office. Recent example would be Obama who defeated Hillary Clinton by coming out against a mandate for healthcare then signed the same bill into law, and beat McCain by campaigning that voters would see larger taxcuts under Obama than McCain.
Democrats need to make a video game reenacting them taking the nation to war to keep slavery legal, then they can have DLC where you control democrats as they hose black people for trying to go to school with whites in the 60’s

People can always phrase those polling questions to their own ends. The Republican party is super off base with young people when it comes to social issues and thats a pretty big impediment.
If anything, I’d say that the younger crowd swings more libertarian than anything else. There’s a wave of “back the fuck off” sentiment directed at the government trying to run our lives like we’re Soviet Union 2.0.
Actually, especially in America, I’d say most young people are politically illiterate or they simply don’t care. The prevailing attitude seems to be the system isn’t for them, doesn’t represent them, and can’t be changed by them so they choose not to participate in it.
Either way, both parties on the national level pretend to be more progressive than they are to gain votes except in primaries where they need to be more radically towards their half’s stereotypical side.
Finally, your statement of subject by subject voting is only correct if you change the word conservative to progressive. Young people want college loan forgiveness, they want a higher minimum wage, they want the wars to end, they want to nationalize (which conservatives call communism) American oil deposits (or at least they want some type of deal like Alaska has; also, drill baby drill means that multinational companies get to use our oil and return to the states nothing from their profits because they receive billions in tax welfare which is why young people want to nationalize the oil instead,) they want to make transparent the government spying, they want to preserve the internet, they want to demilitarize the police, ect… These are all progressive positions and categories are divided between republican and democratic shit throwing. Oddly enough, when you get a promise from either side and they get voted in, the result is not a progressive outcome…

I don’t know why you are bringing up the mandate, it was a republican idea. Look up Romney Care and its mandate, same text is in both, but Obamacare has more words because of added loop holes. Conservative are republicans, btw, if you didn’t notice…
