Tupac Shakur is also playing a main character, Bishop. He’s so gangsta he can get his buddy to pay for him when they play Street Fighter 1 in the Arcade.
They don’t get to play long and later when he plays again, its just used as a plot device, the machine breaks and he has to leave a bar that also has the game.

So perhaps for research someone at Capcom in the design team could’ve looked up movies that had something to do with Street Fighter and came across Omar Epps playing “Q” wearing a trenchcoat in this movie with a Street Fighter Arcade machine. A stretch, but it could’ve happened. And its not the whole reason Q looks like that, but maybe just a part of the final design after putting in other design elements and inspiration from other sources of course.
Now what the hell is up with Q jumping onto a stage backwards. Its amazing, but where did they come up with that?! Its said in the phrase “you should look before you leap,” or different ways to say that like ‘watch where you step’ or ‘be ready before you dive right in’ ; something I forgot to say to the new Q player over here and ask if he notices the cool backwards jump into the stage.
