The shots of the arcade panels showed 37 chars, which means they might not be playable. Which would be splendid, because I’ll probably ragequit this game if they are.
I doubt they’re playable for other reasons (hard to balance two new characters without loctests, extensive playtesting, etc.). However, remember that in vanilla arcade, akuma is selectable as a hidden character outside of the 16 panels.
Come to think of it, they also didn’t spend much time balancing him in vanilla arcade…

Guile damage nerfs across the board. Dmg nerf to backfist, hop kick, all flash kicks, and U2.
Sonic Boom meter gain reduced at start up. I’m assuming it gains normal meter on hit/bock?
None of those moves were every really that important in the matchup. Less meter for flashkick FADC, but that’s only if Guile gets knocked down in the first place.

I agree. The one thing I was wanting to hear was ‘More Recovery on Booms’
However even with the changes I feel a good Bison vs Guile will still be a 7-3 match-up. Like the above post says ‘Still zoned for days’
However Evil Ryu and Oni Akuma are, they probably won’t be as b.s. as vanilla Sagat. Peace out on 60% hp from one unsafe move?
