for me the deciding factors to pick a character are:
design,voice, movelists and specials, difficulty and tier list
high tier and easy characters I usually avoid
prefer to choose low or mid tier and work them up to compete with high tier players.
if it is high tier, yet difficult to use, I might pick the character up
Last I checked, Juri is somewhere around B+ Tier (High Mid-Tier) as of AE:2012 due to the buffs and smaller positive adjustments she’s gotten. Most of which effected her Feng Shui Engine. Like having a Makoto style forward dash that’s fast as fuck and can close a full screen gap in 3 reps.And being able to build meter in at a 1/3 rate instead of none at all. Those are kinda the only buffs I remember right now. It’s fuckin late alright?
Then you get shit like SFxTK, where she can actually hang with the higher ups and USED to be considered rather high in the tiers. She got a bunch of shit she didn’t have before, which made her better than before. Jump cancels, some of the most solid anti-air combo’s in the business, Kaisen Dankairaku with a 360 hitbox and it is fireball immune on startup. Some of the shit that tier whores crave. Some even went as far as to call her one of the “derp” characters of the game, because she was pretty much the definition of easy damage. Then capcom was like “This bitch can beat Ryu AND Kazuya!? Hell nah, get these niggas some buffs and smack that bitch with a nerf bat. Can’t have her lookin good like that.” Then alot of people stopped playin her on that game because she was brought down a few pegs on the tiers. But nobody cares about that game anyway. So none of it matters. IMO the influence of tiers shows like a red thumb in online for any fighting game.
But ima quit my 4am rambling. Personally I play anyone who has a cool design, but if they are terrible enough I will have the common sense to not bother anymore.
Case in point: My favorite character in Marvel
Now, this very rare creature is called a “Hsien-ko”. Sometimes even referred to as "Lei-Lei"
For some reason, I fucking love her design and personality. When I first started playing Marvel she was the first character I tried. Seconded only by Felicia. I could say why she’s no good. But you all know why. She just doesn’t work. We’ve all tried it thinking “Ain’t no way it’s that bad.” But it is.

As for Hsien-ko, Yeah, I know her. She seemed really awesome, Loved her Spike ball on a chain attack thing she does, and her over move where she stays in the air somehow (Been like 3~ years since I’ve touched MvC2 for more then just starting it up). Never picked her up in my team though because I distinctly remember for a lowbie casual like me, Since I felt like she handled like shit. Nothing seemed to combo for her. Still I did play her because I liked her as a fighter and the cool shit she had xD
No, she didn’t USED to be considered high, she still is. Her nerfs were often unjustified but they didn’t change the reason why she was so good to begin with.

Especially with this buffs/nerfs era. Day 1 top tiers are gonna get nerfed and low tier are gonna get buffed eventually. So what are you going to do when half the planet has figured out your character inside out and when your precious top tier gimmicks no longer work? Plus, your character has a target on his head because the best players in the world are using him (probably better than you are). That’s why I don’t think it’s smart to “only” play top tier.
But personally, I’m not going to main a low tier character “just because he is low tier”. I’m going to main a character that I think is fun to play and largely underestimated (so characters that I know are good but the vast majority of players are clueless as to why). And I go from there. But tbh, I don’t really do it on purpose. The characters I like and decide to main are usually always considered low tier for whatever reason.
Plus, one thing I learned over time is that even the best and most knowledgeable players talk out of their asses when it comes to tier lists. So I learned to make my own judgement when it comes to these things.
It depends on the type of game (Is it One on One or is it a tag game? Does it have Assists or is it KOF Three on Three style?) and the characters I like using. I prefer using hybrid characters with some sort of command grab and aren’t slow and clunky.
So, if I’m looking at a new game with an established tier list I will play around with some of the cast and look at the tier list for reference and find a character that plays to my strengths or as close as possible to my strengths.
For me it comes down to who I’m fighting and who they’re fighting as. If they’re scrubs I don’t mind playing around with characters I normally wouldn’t.
If they’re great at a game I have to go with the characters I’ve got a better chance of winning with so more often than not, top tier.
Likewise if they go top tier all the time but don’t use them effectivly it motivates me to use low tier characters so I can smack the arrogance off their face.

I play who I want. I don’t care much about tiers, but if I start to play at a high level and my character doesn’t have a pray, there’s no reason to continue trying to use them. They gotta had something. At the very least, the system mechanics can help them out.
Sure, I can win with Lilith, but saying it doesn’t have an effect you gotta be kidding you have to seriously work as one simple mistake can change to the pressure where you’ll be dealing with short hop pressure from Sas, Homing air-dash small hurt box Q-Bee, Option Select throw beast cannon Gallon, Bulleta Dash Link pressure, finally unblockables from Bishamon or Zabel.
That is just a short list.
Yeah, real fair when all I got is one damaging combo with Lilith with hitboxes that are like A3 hitboxes (not good). Her TK fireball is better AA than her DP.
You should try her in Vampire Savior…she works quite well. Very nice character design IMO.
I think it is foolish to say tiers don’t matter, I think people who say that just pick the most powerful character (due to self esteem issues) and go yeah my wins are always cause I’m much more skilled. Tiers matter, obviously. Tiers aren’t everything, but the vast majority of tournament winners do it with characters that are top tier…and it is extremely rare to see a bottom tier character even win small tournaments. Solid mids can occasionally win. That said don’t make excuses if you lose, since you can pick and learn those top tier characters if you want as well. However…
The fact that it so easy to see match ups broken up into concrete numbers, as well as seeing tier lists based on those numbers are a poison to fighting game communities. Match ups could still be described, with what are the difficulties what you can exploit, but without the lists and numbers. A lot of people are just going to look at the tier list and fish around the top tier for their character. Rather than trying out all the characters and seeing which is the most fun.
I think that i didn’t write that particularly well, i wasn’t trying to say that tiers on vs are 100% negligible, but that despite said tiers you were still able to see a healthy variety of characters on tournament play
