Technically it can be “on disk” as the disks aren’t printed yet and obviously these costumes are done. But the definition of “on disk” generally complained about (content made long before the game is released and then apparently pulled from the game to be sold separate) can’t really be used since the game is out now.
Really any argument that is “it’s on disk” is really an argument of what that is defined as now.
best ones are decapre, gen and cammys. dans is not bad too.

Though if you ask me I think that either Cody (due to the whole beat em up origins) or Viper (due to her moveset and powersuit stuff plus having appeared in marvel.) would be better for Captain Commando.
Makoto as Viewtiful Joe also would work better IMO. Abel as either chris or Leon would be pretty godlike.
I like Oni, Poison and Dan. Nothing else really stands out for me, except for how goofy Chun Li and Viper look (it will be hilarious to see the alternate colors of those outfits).
The AE and Ultra challenger packs are the only sets I’m interested in, most of them just look subpar to the other dlc for the game.
I keep Captain Commando Guile, give Gene from GodHand to Cody… still beu, and they even share the baseball attack 
Ryu can get easily Asura theme, Ken Dante and so on… it will be like a capcom festival and probably they will get more money too

Oni’s and Poison’s are awesome but that’s about it. The rest range from barely ok to outright stupid. Though I think I giggled at Sim with glasses.
Makoto costume is meant to be a mario bros costume.

Low tier = Blanka, Adon, Balrog, Dan, Deejay, Dhalsim, Dudley, El Fuerte, Ibuki, M.Bison, Rolento, Rufus, Seth
Mid tier = Cammy, C.Viper, Elena, Evil Ryu, Gen, Makoto, Poison, Sagat, Zangief
High tier = Decapre, Fei Long, Gouken, Guile, Rose, Vega
Top tier = E.Honda, Juri, Oni
So yeah. The majority of the costumes are pretty bad imo, but there are at least some decent and funny ones. Glad two of my three characters get a good costume. Poor Chun, even her alt in SFxT was horrible.
Samurai Oni and Honda might be my favorite costumes. But I also really like Doctrine Guile, Poseidon Gouken and Juri with a different hairstyle. Poison’s hairstyle is a bit weird, but the leg tattoo is awesome. 
I was about to ask. What about Viper’s and Chun’s? I couldn’t make anything out of those.
Also is there a Dee Jay alt that isn’t horribly stereotypical? Dude’s trolled even at that.
Am I the only one who wishes Capcom would put in an option to disable alternate costumes for some or even all characters? Some are pretty distracting (like Mardi Gras Blanka) or just you rather not to see them.
Maybe in the options menu, have something similar to how we can pick Eng/Jap voices, except for Alternate Costumes.

It’s funny how it feels that they started the whole summer theme then they run out of ideas and were like “fuck it” and just started throwing in random stuff and themes for no reason… Rolento aside, all my mains (Vega, Juri, Poison, Bison, Sakura) got good costumes so I can’t complain i guess.

Stance I’ve ALWAYS had for ALL online multiplayer video games: Cosmetics should have a client side option to disable displaying them. Period. It should have cosmetics enabled by default and require you to go to an advanced options section to disable it so that the MAJORITY of players keep cosmetics enabled. But if you want to disable them it should be an option.
I like Gief’s, I could grow into it.
Is Fuerte supposed to be Raiden? he’s even doing a dropkick and all in the picture.
