In a weird way I can see Kuzan & Smoker essentially helping Luffy later on as their goal seems to actually line up. Though I have a gut feeling that after Kaidou and Mom fall, it will come to the gov’t. Just a theory though. Thats when we will see Dragon again.

Not if you look at the big picture…
There are 6 confirmed Haohshoku Haki users:
-One is the main protagonist who is destined to be the Pirate King
-Another was the son of the Pirate King.
-A Princess who is the leader of her people and also innately knows Haki due to her lineage.
-The First Mate of the Pirate King.
-A Yonkou who’s one of the most powerful men in the entire series.
-A powerful Shichibukai who for over 20 years has not only sought to become Pirate King but is the “King of the Underworld”, with a mysterious past.
Considering that all these people are or were major players in the world and have/ had immense will to achieve their goals, this doesn’t surprise me. 6 people out of bajillion isn’t oversaturation. It’s like wondering why all the best basketball players just so happen to be black and tall. If you’re strong and want to achieve something you’re likely to possess a “King’s Ambition”.
This also explains why Newgate didn’t have Haohshoku Haki, his dream had nothing to do with being Pirate King or conquering.

whitebeard had Conquerors haki. IIRC he was going to use at marineford but injuries prevented him from doing it.

D’oh! I remember that moment now! Yeah he could use it but never did it explicitly. Hm… I guess my initial theory about it being based around having a “King’s Ambition” isn’t solid. I guess one just has to be strong of spirit in general.

Not sure the chapter, but I do remember that they mentioned he had it in 570 and there was a sequence where he tried to do an attack, only a few of them were actually affected and he had a down trodded face that looked like how Oda would draw a man that failed to get erect in front of a woman.
He tried to use it when Ace was about to be executed. Luffy did it instead.
Whitebeard was a user of all 3 forms of haki.
