Magellan’s mind or resolve must’ve been affected for him to have lost his rank like that, as he was incredibly strong with a powerful ability. The problem with this theory is that it goes contrary to how he felt after the war, when Sengoku stated that Magellan wanted to go after the escapees.

No kidding, this Caesar Clown guy is turning kids into addicts to keep them from leaving without horrible fits of withdrawal. That’s just fucked up!
I knew something was up when the kids were whining for “candy” and then San-Chopper got that same look on his face he had when he saw Dr. Hogback make Cindry lick the floor. While reading, my instincts told me, “Hey, Chopper’s a doctor, if he notices someone behaving strangely and desperately begging for candy, he should know that something is special about the candy–oh shit, his face…!”
This issue was In the same level of creepiness when Wheeler got addicted to drugs on Captain Planet.
I hope this chapter doesn’t turn into an after school special.
