I have the sneakiest feeling that if this gets done, that they will let Arc Systems work with them on the development. Capcom worked together before on Sengoku Basara X, and Im sure Arc would jump at the opportunity to do DSIV, since DS was a huge inspiration for GG. It would also facilitiate the development of a long awaited DS vs. GG game in the future.
