At 2:45 Ryu and Chun get in a fireball war. Ryu’s fireballs overpower Chuns. Hers disappear and his keep moving.

Okay, so it seems like the guard break is not based on damage, but it’s just an attribute that some moves have.
In the gameplay-video, it seems that while Ryu is in the powered-up mode, his hadoken will guard break.

In the trailer, chun-li also has a move that does guard break.

Good observation on the guard breaking moves and the “guard absorbing” blocking. It took me awhile to notice. This game is going to be dangerous. Capcom must have finally realized that throws aren’t a great universal method to beating a player’s defense.

Ryu’s regular fireball does 3 hits, whereas Chun’s just does 1. That’s why Ryu’s fireball overpowered hers.
That was not a guard break at 0:33 in the trailer, just a link into another special.
Ryu’s Hadoken guard breaks in the powered up state but also consumes the powered up state.

Not all of his fireballs did 3 hits. There were one hit ones and 2 hit ones as well.
