They have already stated a long long time ago that Double’s level 3 has a bunch of characters in it, I think all of them are possible DLC (in a magical world where lab zero has that much money) or something like that.
Because Double turns into people. Umbrella, Tommy 10 Tons, Anvil Andy (I think that was his name), Black Dhalia, Ms. Victoria, and Squigly are all characters that aren’t playable but appear in her level 3.
Yes, I know she turns into people…didn’t know her level 3 had all of them though.
