Well I don’t know about Chrisis and such, but I think the general consensus is that in order to play Viper in the manner you’d need to in order for her to be top-tier, you’d more or less have to be a robot.
Whoever thought Gravity squeeze should hit everywhere and have startup invincibility should be shot.

Gravity Squeeze doesn’t have startup invincibility.
Viper isn’t as hard as she looks, but compared to Wesker, Wolvie and Phoenix, she is rocket science
Frames 1-10 of the 20 preflash are invincible.
Damage in the game has been way too high from the start and too many of the top characters in the game already hit like trucks. Making it so that people focus more on resets for level 3 opportunities means that a little more skill is required. That is not a bad thing. Also, it’d severely curb the damage on level 3 hypers when they are activated with XF boosts in place.
Why do you want Dante and Magneto’s level 3 hypers to do 750k instead of 500k in XF3?
Because I honestly don’t see people going for the level 3 if it’s only a fierce’s worth of more damage than a level 1. (Hell, doom’s level 3 at 325k max would do less damage than his sphere flame, and most decent 2 bar DHCs would outdamage that )
Besides, you’re asking for across the board changes. Why do Chris, Arthur, Chun, Felicia, Morrigan etc. need nerfs?
The latter complaint is more an issue with XF3 than level 3 hypers.

Still gets beat out alot if used as a reversal. Magnetic shockwave has the same invul, but only costs one meter, if you’re gonna gamble I’d use that instead.

Also, as far as X-factor 3 hyper damage goes, Sphere Flame should scare you more than any level 3. Doom’s Time does 836k in XF3 for three bars, Sphere flame does a minimum of 703k for one bar (unscaled damage of 740k, multiplied by Doom’s 190% XF3 bonus, minimum damage during XF of 50%). Just for the sake of completeness, Sphere Flames minimums in XF1 and 2 are 481k and 592k respectively, with a no X-factor minimum of 185k.
