Hey yo…I’m curious to the list that you have now. From what I remember from running low tier tournaments the banned listed characters are:
Storm, Sentinel, Magneto, Cable, Blackheart, Spiral, IRUNman, War Machine, Doom, & Strider. Some tournament coordinators used a ratio system to determine mid tier from low tier which goes as followed:
Ratio 2’s: Juggernaut, Silver Samurai, Cammy, Cyclops, Tronne (assist banned), Rogue, Thanos, Mega man, Guile, & Anakaris. Everyone else is considered a ratio 1. Please note that the most point for ratios that you can have was 4 so you couldn’t put 2 ratio 2 characters on the same team similar to CVS 1 style. There have been many low tier tournaments throughout the years and many of them had different rules, but these are the 2 that were mainly used that I mentioned.**
I never believed in the ratio system. Either they’re banned or not banned =\
In my ideal world, my low tier tournament wouldve been like this
Banned - Magneto, Storm, Sent, Cable, IM, WM, Spiral, Cyke, BH, Doom, Strider, Tron Assist
If anything else, also include in the banlist Commando assist, and maybe Psy assist, but other than that, I think that’s how I would’ve done a low tier tournament.
LOL at cyclops being a ratio 2 and not being outright banned. Cyclops is the #5 best character in the game after the top 4. He outright shuts down 100% of the rest of the cast for free especially on team setups that don’t have psy/cap/cyc antiair to fight back.

I want to play against people I’ve never played before or people from across the country/other states/regions that I WOULDN’T normally get a chance to play in person. My problem with playing RH is just like it was with his buddy Akuma, when they do stupid shit that works you get stuck on that shit which leads to more of it. Play Safe play solid and play passive aggressive, and you beat em’ won’t be proud of how long playing footsies takes but you’ll catch a little “w”
Let me say first if you have no matchup experience in this area you should go try it out: Cyclops is higher than both IM and BH even without his infinite while you can make the case for IM> BH or BH > IM.
Cyclops can guarantee no mixup at the start of the round opening with a switch glitch o.hk by trading at worst with any poke these two have.
Cyclop’s optic bullet shuts down the majority of ground based actions, especially for IM. IM literally cannot do anything on the ground against Cyclops. If he tries to unibeam through you can on reaction optic sweep. A popular team is IM + Doom and optic sweep eliminates both hazards.
The optic bullet will hit BH out of inferno xx super, forcing BH to lose a meter for free (same effect as when optic bullet stops hail). Cyclops is another character who can pushblock inferno and guard cancel out to super BH like Cable.
Furthermore since Cyclops literally is the best meter builder in the game, combined with you being able to do nothing while he is on the ground, IM and BH must SJ:
Unfortunately for IM cyclops can either wave dash to the other side and repeat the optic bullet game or he can try to fight it out with you in SJ space. Cyclop’s pokes actually win here as well, just like how Cyclops can (trade at worst) beat out IM’s launcher from air to ground. Cyclops can actually let IM jump in on him and respond with a gene splice or (depending on angle) o.HK. It’s an extremely dominant matchup. If IM tries to smart bomb Cyclops can just runaway and build meter instead, or he can take advantage of his quick guard stiffness and jump forward to block one smart bomb and then attack IM ground to air.
BH’s HP demons are not effective against Cyclops because BH must chase Cyclops not the other way around. The clunky aerial optic blast is actually angled perfectly to chip away at a SJ to SJ level. You can always trade with BH or beat out BH coming down on you with gene splice. You can evade incoming cornering attempts by doing a long distance gene splice. IM can possibly punish this if he knows it’s coming while BH cannot because Cyclops will land right out of poke range and the lack of a real dash prevents BH from connecting.
TLDR: Cyclops has superior meter building and chipping ability. He can neutralize the other character’s strong points because of his ridiculous priority. A clean hit with Cyclops is easily 50% and you have to chase Cyclops not the other way around.
Extra: against both IM and BH it’s possible to avoid a guard break by frame killing DHC with aerial super. It’s not guaranteed, but that already puts cyclops leagues above other characters (including god tier) who simply cannot escape those guard breaks.
