I used to think that too, but if someone has a legit source, being cryptic is the best way to protect the leaker’s identity from the company.

What difference is “”"“leaking”""" which characters aren’t in and just dumping the full roster, in the grand scheme of things?

The difference is the potential for Capcom to lose out on money from preorders
