That’s pretty irrelevant, when we’ve had multiple characters from the same franchise in a versus game before and Wily is one of the most iconic villains.
Again, it probably isn’t him, but i doubt Sigma being in would be a reason for Wily’s exclusion.

This is just all speculation on my part.
They have already revealed 6 characters lets assume there will be 32 total which means they need to reveal 26 more characters over the course of the next 11 months. MvC3 sometimes it wouldnt even be at an event they would just drop random trailers. I’d wager near the end of the year it will pick up more so maybe first half of the year they will do 2 characters per month then from June to Oct have a bunch of reveals close to eachother.

Probably not Marvel because of the whole situation with Fox, but on the Capcom side i strongly feel that the DLC polls has influenced their decision.
They straight up said X is in because of fan demand. Venom topped Marvel side polls, so I hope it’s enough of an argument for them to convince Marvel. But Marvel isn’t actually a good guy, so they might make Capcom choose between Venom or Gambit, another fan favorite.
At least in Venom case, they might put him on MCU Spiderman 2, so who knows.
The problem with Venom is the one that most fans are familiar with is no longer Venom and hasn’t been for a decade. The symbiote has reached the point where it’s its own character. If Venom does end up in this game it will likely not be Eddie Brock.
I say Venom because it’s easier, but it could be Anti-Venom or Toxin. Agent Venom wouldn’t bring much to the table, since he would be just another gun user with shenanigans.
Now to what Ryce was talking about.
The only character that popped in my mind from his hint was Jedah because him being hard to animate was the reason why he was cut from MVC3.
The reason he was cut from MvC3 is because he would rise the game’s rating. Jedah self mutilates for many of his moves.
Except Agent Venom would be far easier to animate than the others you mentioned. And you’re wrong, since Flash doesn’t just use guns, the symbiote can still do all the things it’s always has.
