The wording certainly makes it seem as such. In any case, SFV had the same thing where if you had the character pass, you got their battle outfit alongside their regular one.
Well judging from this I think its safe to assume that alt costume colors will be a thing.

Game seriously needs some Harmian/Garcian Smith. That’s one IP that has been slept on that would be a serious left fielder. Potential for some CRAZY gameplay mechanics there.
He could be released with “Legion” in the crazy motherfuckers pack. He’d also be a great counterpart to professor X if there was a chance in hell he’d make it in the game.
