There is quite a lot of ms. Fortune’s combos that utilize her head, but I tried to make one, that keeps her had on it’s place.
This is done in PC Beta version of game.

IAD - Instant Air Dash;
ADC - Air Dash Cancel;

If you have problems with connecting H El Gato after j.HK - try to delay El Gato a little.
You can actually change jump-in to “IAD j.MP, M El Gato > land > etc” for more damage. Or, if your timing is good, you can go for “IAD j.HP > land > HP, etc” this way it is meterless ToD.
