Its basically a joke about Kojima saying fuck you guys, tits sell and no matter how stupid the story gets peeps are gonna eat that shit up. As a massive fan of the franchise I can honestly say I would go suspend my sense of belief over anything in a MGS game these days but yea, its more likely about Quiet and the god awful character design.

Her outfit makes more sense as a desert sniper than EVA did wearing basically the same thing but with a jacket, driving around a jungle in a fucking motorcycle and backflipping off of Ocelot’s face.
At least with the Chico theory in mind, the design would make a lot more sense.
There is nothing wrong with the character design of Quiet, the only people getting assfrustrated are the people that are going out of their way to get offended at something.
