Its funny you guys bring up the sagat matchup because i have been playing this matchup in japan in the arcades. Honestly I was a ultra 1 person for this matchup for a while because of the ~grab threat~. Actually I have rethought this strategy and grabbing into ultra 1 isnt necessary in my opinion if you can stun the character in two combos. The more important thing in the matchup I feel is taking away far tiger completely from his game. Ultra 2 forces the player to bait you out and creates a nice gap for you close the distance on sagat hence why haitani uses it against all fireball characters. Sure your not going to land it because they wont throw the tiger shot but,...they didnt throw the tiger shot right? As most makoto players we all hate fireballs and making our opponent fear U2 is perfect for her to close that gap no matter what fireball character.
Other uses of U2 is that we can use it to option select backdashes effectively if your tech savy with her. Another way of using the ultra 2 is to use to blow up block strings like tiger knee strings. Sure you can do this with Ultra 1 but, eliminate fireballs from a far and tiger knee traps altogether…I like ultra 2. Another bonus side to using ultra 2 is that since they will be scared to throw fireballs you can build meter effectively with oroshi and Lk tsurugi.
Ultra 2 is not about landing it but utilizing it to make the opponent force a brawl which is makoto`s strong point. I just like this route better. Also ex fukiage into Hk tsurugi is super powerful guys makoto is looking good for ultra guys. 
you can combo into U2 from ex Fukiage though from what I’ve seen. It’s not like we aren’t going to land it ever
I actually tested the combo you get no juggle points after ultra 2 since ex fukiage gets its points used up by ultra 2.

Even at Stunfest Ryan Hart wanted to counterpick against Haitani.
I’ve never had a problem fighting against sagat
Sagat is super vulnerable to makotos play because his positioning is limited.
Not to mention all our crazy cross up/fake crossup shenanigans work on him due to his enormous hurtbox.
since they nerfed the invincibility on startup of ultra 2, will we even be able to use it between unsafe block strings anymore? basically, what you did in round one to avoid that tiger knee!
