Quick question before I place my order: Is the ONLY difference between the two Street Fighter IV TEs and the MvC3 TE the art? I’m not tech savvy on these things yet, but let me know of any other difference (even if it’ll be over my head!) just so I know!
If there’s zero difference between these TEs past the skin, then I’ll just have to decide whether the MvC3 art is worth that extra $10 in cost! Which is part of the reason why I ask if there’s a difference in the sticks, because $10 for different art is kind of weak… although I understand it’s newer… whatever.

guess i’m a little late to chime in here, but it actually does apply to the one non-continental US state. Or it did for me. Not sure if Alaska is included/excluded (strangely enough, is connected to your continent, through a forbidden zone), but Hawaii seems to work okay.

The one difference was the first generation MC PCB vs. the updated MC PCB in the Round 2.
Truthfully, I don’t even know what those stand for. Is it not the locking mechanism for the Turbo and PSN buttons?
Really sad about there not being any SE’s beside the WWE ones (Come on…who REALLY wants those?) and there not being any TE’s for 360 except for the Chun one (I personally dislike her intensely, and you can’t really change the art unless you like a character that has the same color scheme since the whole thing is blue). I feel like this is just way too difficult for people that are just now trying to get into fighting games, which is a pain since I want to buy my pal an SE for this 360.
You can buy the WWE quickly remove buttons and stick, and easily peel off the default art. Then buy some adhesive faux carbon fiber vinyl and slap it on.

Oh, I’m well aware of what -I- can do with it. But this is a guy that won’t bother with any handiwork and he will not use something with that art on it. On top of all that, you’ve gotta admit that that’s way too much extra cash and time to make it the least bit presentable.
