One time, around 15 ago, a bunch of radical muslim men highjacked a tourist bus, killed all of the innocent tourists - men women and children, brits, swiss, japanese - on it, and then proceeded to take their own lives.
The Egyptian authorities’ response was unique and intelligent.
They realized that they couldn’t effect change through killing idiots who were more than willing to martyr themselves.
So they rounded up the parents of the murders of the bus tourists, and publically executed them.
It curbed radical islam quite nicely.

The non-muslim world is not classified as Dar al-harb, including the west, it is classified as Dar as-salam, which means region of peace, as the practice of Islam is allowed here.
Only regions that prohibit and actively attempt to erode Islam are considered Dar al-harb.
Many scholars even say that the west can be seen as Dar al-Islam, since the religion can be freely and peacefully practiced in the region.
