I could imagine the scars being given to him by the previous king of Southtown… this might be their first meeting.
It’d be pretty odd to base a “new” character on an Alt design of a guy from a side-game, but I can’t say I’d personally have an issue with Duke being turned into a KoF Canon character.
Like I said, probably coincidence. We know this guy is Russian and from images posted around we can assume his initials are AT, possibly standing for Antonov T_________, so I really doubt he has any connection to Duke at all.

“Coincidence” seems a bit too loose, though. If they design something close to that design, I think they’re fully aware that they’re doing it.
At any rate, most seem to be accepting this as an actual leak, and not a potential hoax, eh? The re-use of KoF XIII-era backgrounds and the similarity to a previously created design (that most wouldn’t remember) is what gave me pause. But there doesn’t seem to be any really outright offensively-stupid designs here, and everyone seems to be responding positively, so I hope it’s all true.

I would personally like to see some KOFMI characters come back for a main KOF title. Unlike capcom’s EX characters I think the MI characters shouldn’t go to waste.
