it’s because the first hit (the knee) still has him on the ground, and for some reason the designers chose to make that hit cancellable. akuma can do the same thing with his mk or hk hurricane.

Maybe like 89% safe to do against their wake up as they cannot crouch the tatsu. And can cancel into super on reaction if you need some damage.

The things is… there are probably more damaging things he could do instead, so even though this cancel exists, it may not be useful.
