I would also like to say realistically Zangief’s ultra does the most chip damage.
…No, Zangief can’t do chip damage with his ultra. It is a grab - it either hits or it doesn’t, it cannot be blocked.

& zangiefs Ultra cannot do chip damage, I’ve never beat an opponent & had the C icon appear after hitting a blocked opponent with giefs ultra.
