If low Fireballs don’t have to be blocked low and regular ones hit crouching opponents then low fireballs would be completely useless, no? x_x;;
Low fireballs hittings low would lead to: low fireball > dive kick (assuming dive kick still hits high) then they’d need to guess which one would hit first as to which way to block, if it wasn’t for “auto-block” it’d be unblockable, no?

To me it looks like she’s just wearing a well padded bra. I dunno, I can’t tell.
If her low fireball goes under high / normal projectiles, then it’s very useful to have it be low, especially as an EX. Only Sagat would have the ability to trade her low FB with a TS. If it trades with normal height projectiles, it’s not nearly as useful.
Only problem there is, trying to have a midscreen fireball war. Very risky, and since she has low health, I don’t think it’s worth trying too often. What I think it might be really good at, is untechable knockdown -> low fireball -> FADC forward -> overhead, and other mixups like that.
Could also do something in a FB war like EX low FB, counter dash forward from the incoming enemy FB, then you’re in overhead + low FB mindgame range, then continue from there. Trading one fireball hit for a potential combo sounds worthy…
I’m hoping the counter is useful enough to be used as a safe dash in conjunction with her FB and other moves.
imo sf4 is not a game of unblockables but you never know. I don’t think they have it block low because then she can set up unblockable to cc combo
