It was just a cutscene, like Viper fighting Chun or Ryu fighting Ken, you can tell by the stylised way the background was presented as no stages look like that.
Also I got me a Juri avatar, feel pretty damn pimp.
It’s the same thing as Chun-Li and Viper fighting in regular SF4’s intro, jumping off the Chinese dragon and whatnot. Odds are it’s just part of the game’s title sequence.

Whoever plays Juri on the live stream (think Justin Wong) uses it a few times although it’s kinda hard to see what it actually does.
