Joystick internet fraud help

Im not sure how to go about this, I sent a stick to be modded with sanwa parts and also dual modded to work of ps3 and 360. I sent payment via paypal. Guy told me he was backed up and wouldnt get to it in acouple of weeks. its already been 5 months and ive tried contacting him. No answer. You have to file a complaint with paypal in30 days. So what should i do now? How long, is too long to wait before it becomes harder to recover my money?

Track his IP Address through his e-mail and nuke the bastard

You may be at a loss. I would just broadcast his info, any you may have to help prevent others from getting bent over by this person.

Only possibilities you have left are to see about a chargeback on the your credit card if the paypal money came from a CC.
Other than that, you’d have to go to where they are and take them to small claims court.
