There are certain shows where the English version isn’t so bad, but they’re far and few between. Cowboy Bebop, Outlaw Star, and Samurai Champloo were pretty decent in their dubbed versions.

I play with English voices. Never bothered to change it to Japanese.
Mix and match.
Most jap. Dudley, Cammy, Rog, Fuerte, T Hawk are English. Probably more, but I don’t hear them.
I’m using a Japanese copy on a Japanese PS3 so I didn’t even realize there were English voices until I’d been playing for a while and had gotten used to the Japanese voices. I don’t understand everything everybody says but I have actually learned a few useful phrases from hearing the Japanese (e.g., Chun-Li’s “Juunbi ha ii wa,” though I’m a man and obviously don’t end my sentences with “wa”). I tried switching to the English voices out of curiosity but switched back almost immediately. Most of the English dubs are just downright terrible. At least with the Japanese, if they are bad, I’m not fluent enough in the language to be able to tell. They all sound good to me for the most part. I have changed a couple characters to English because they mostly just use English phrases with a Japanese accent (e.g. Guile) and I got tired of hearing “Misshon sutaato!” over and over.
But yeah overall Japanese dubs > English dubs.
Gotta be English, American movies taught me everyone speaks English in a hilarious accent.
