Don’t forget you could pull off a headshot (I think)with his normal pistol in mkvsdc, it at least gave off the same amount of blood as his fatality, the main problem was the whole implied death thing for the fatality.
you could shoot the gun, but it wasn’t a cinematic where he puts the gun to someone’s temple and pulls the trigger which is pretty much what this is, twice. The actual ones that were like that in MKvDC (His and Joker’s fatals) got the camera shift censorship.
Then again, Soul Calibur has had some of the most obviously borrowed from 14th century executions style throws since forever and its never cracked the T rating. I guess as long as there’s no spray of head goo and they get up afterward its a safe assumption the bullets just bounced off their hair and they recoiled from the loud noise in their ears.
The ESRB are weird like that, I remember it bugging me especially with the joker’s two gunshots, at least deathstroke had the whole execution vibe you mentioned, but they had the same amount of blood, and you could have the same amount of distance between the shot as in the fatality, the only real difference is one said fatality afterwards.

I’m thinking that the flash you’re seeing IS his special bar, and he uses it to quickswap weapons.
The other option is that he uses it to remotely activate stage effects (you seem to see that on the combo vs supes they cut between parts of his super), but that’s pretty rank speculation, and I don’t know how they’d implement the controls on that anwyays.
Deathstroke looks awesome. His super is overkill in the best possible way

He has nothing to do with Batman.
All the characters returning from MKvsDC are completely different, they completely rebuilt them from the ground up.
No,he is a titans villain,but he grew to be a major villain in general, so he has fought everyone, including Batman. Kind of like Grundy, many people have called him a Batman villain, but he was a golden age Lantern villain who ended up fighting everyone, including Batman.
Deathstroke is much more than a batman villain. He’s primarly an opponent to the Teen Titans and then Nightwing, who has since spread out to be a general character.
Mostly the titans though.

Deathstroke is a general DC villain like Darkseid or Black Adam. He has gone up against the Justice league and the Teen Titans more times than Batman by himself.
Deathstroke blew up Nightwing’s hometown Bludhaven and killed millions so I’m sure we’ll see a confrontation between those two in the story.
