My thing is tribalism has been a part of Africa a long time, well before any arbitrary state lines were drawn. My solution that isn’t nuking everybody, is for each African state to have tribal governments for each tribe, where the tribes are then left alone to make their own rules for themselves/etc. Then have the (extremely minimal) state government/judicial system be there for any intertribe transgressions and so on, while having representatives from each tribe active in it. Other than that no state at all and each tribe forming their own autonomous communities could be an alternative. Now you may still have animal sacrifices/scarification/whatever, but if that’s what the communities/tribal govts collectively agree upon for themselves so be it.
