I don’t think the “it’s not up to us anymore” necessarily means they have submitted it for approval, it more that, beyond saying “q1” which is the time they intend to finish, they have no control of the precise date that we get the game, and that is up to the publishers and sony/microsoft. I think Rav or Mike actually said the same "it’s not up to us anymore: line a while back and it wasn’t finished then (most likely)

Good enough to be met with overwhelmingly positive reception in fact. Half-Life 1’s runaway success got Valve up and running, resulting in subsequent amazing games like Counter-Strike (and Source), Half-Life 2, L4D1/2, and Portal 1/2. People can laugh at “Valve time” all they want, but you can’t deny that it results in extremely solid games.
But L4D2 isn’t a good game.
