No you don’t, there are plenty of cheap decks that can make a run. Zoo, Shockadin, Face and Midrange Hunter (you’ll have to use Explosive Trap over Snake Trap though).
Money only becomes an issue if you start wanting to run control variants, aka Wallet Warrior.
Spectated a friend and drew a Mukla. Added him into Mill Rogue but not sure if I like him more than Lorewalker Cho yet.
More importantly, I’m getting close to another 1,600 dust (910 + 495 = 1405) so if I let go of a Legendary or two, or a few Epics or something, I can craft another. Currently have:

If I dust anything, I’m considering Gahr, Mukla/Cho, or **Mogor ** (who is fun but has given me a 0% win rate in all games played due to him RNGing it up) Am I missing any common legendaries that I’m not aware of? I feel like it’s time to start heading towards Jaraxxus or Mal. I like the look of Tyrion too but I don’t have enough of their class cards yet. Or maybe Antonidas?
Eyeing Thalnos too but I feel he’s not useful enough in enough decks for me…and I’m still too far from Control Warrior to consider Geddon.

While I like the class and the dude, I only have one Aldor, one equality, no quartermasters, no lay on hands, etc. Maybe if I have a lot of extra dust or get more class cards.

Owl is a 2 mana card, that basically says “neutralize any interesting cards.” It also doubles as “Ignore Taunt” for face rush decks. But its real tragedy is that is 2 mana.
A Neutral silence card needs to be like Spellbreaker, a 4 mana 4/3. Playing that for the silence is a commitment for the turn. Owl is too much value.
Owl isn’t bad for the game, it is necessary for the game. Furthermore owl has been there forever, and most decks still don’t run him. (Only 21% in fact). Spellbreaker would suck regardless, it dies to 2 drops…and yeah u are using 4 mana to drop a weak minion and silence (not remove) a minion. Silence a Sylvanas…yeah you’ve spent most of your mana to leave a 5/5 on board. Hearthstone is balanced around owl, and the other silence spells. That is why you can have Tirion and other minions with many powerful effects.
I mean this is the same thing with BGH. Just remove him…yeah then a bunch of stuff would need to be changed cause minions have been balanced around the fact that he exists, that silence and other removal exists.
The game is way different than it was at launch. The game basically has moved away from just having solid statted cards (like yeti) and into having unique, interesting effects (Imp Gang Master). Decks which might want to be built around buffs are instead rendered pointless, because of silence being too much value.
Also, it allows classes to stop running their hard removal spells, in favor of just using silences.
As new sets come out, we’ll get new and interesting mechanics, but the owl will always be there to say “hoot hoot motherfucker” and make you go back to running face hunter instead.
Again though how often is owl used? Yeah it is a staple of Face Hunter (and probably all hunters), however how many other types of decks regularly run it? Killing yet another hunter archetype (deathrattle RIP, mid range beast RIP) is likely not to happen, considering it is the last possibility for hunter.
Yeah removal spells are far superior in most cases. They should change Bolvar, make it a transformation or something. Tirion is fine as is. You have silence in your hand, yay it is just a 6/6 (which is still scary). You don’t have silence? Game over.
I don’t know first time I’ve ever heard any complaint about owl or silence in general. I know many people are upset with face hunter, but hey what else can a hunter do? No reliable card draw thanks to buzzard nerf, a hero power that is face only, class minions that are mostly low mana.
The owl looks like a nice guy, he just silences some power and then gives himself up for death. I doubt he trashtalks.
