I do not think I have written anything about that but maybe some random post in Brazilian forums.
I would review them, but at the moment I have some scientific articles (undergraduate level, tough) to review, not to mention my own things, so I can not promise you anything. Not at all, in fact!
As for Street Fighter II, I believe the even better option would be to have a game mode similar to supercade in the sense you wait for a game, but different as you play the same person only once or twice, and then you immediately connect to someone else. With an option to limit latency, this could give a similar feel from the arcade when you are winning, but without the drawback of waiting when you lose and there are many people on the line. You would be secretly ranked for it, but players would have the option to remove the limitation, so beginners start being protected by the matchmaking, but the ones not afraid of severe losses like me will be allowed to play against the good players, if they also disable the matchmaking limitation.
There are limitations, one of them being the technology (GGPO, for instance, often has trouble connecting people), but with proper design the issues can be minimized. For example, people should have the option of searching for games until it actually connects, which would remove the annoyance of going through menus all over again every time a disconnect (intentional or not) happens. If you check those videos from DSP (Sagat Madness), you will probably agree that while it is disappointing to have a match fail, the nuisance of going through the whole process again together with bugs finding people is what really drives people crazy.
Another dream mode would be, for what now are the player rooms:[LIST=1]
